Solving the Mechanical Steering Requirement of Solar Challenge

In order to maximise efficiency while increasing hull capacity, no mechanical steering is provided.

I have sent an email to the World Solar Challenge admin but so far no reply. Initially, I though we cannot achieve this but I just realised that we can use differential braking to achieve the mechanical steering. https://aviation.stackexchange.com/questions/1750/what-is-differential-braking

This is used by a lot of aircraft when they taxi on the runway.

What is required is just two pedals for the left and right brakes, just like in aircrafts.

The question is whether car drivers can be as efficient in steering the car by using differential steering alone.

The regulation is not clear. It does not really make sense. The mechanical backup requirement should be just that, a backup. It does not need to be fully functional. I am not sure how to please authorities who are still backward in their approach to technologies.
